Abstract : Depuis plusieurs années, l'archéologie régionale de Hannovre a engagé un programme de prospections ciblé sur des zones menacées par l'utilisation du détecteur à métaux. C'est ainsi qu'un dépôt laténien d'artisan découvert à Langenfeld, Lkr. Hameln-Pyrmont, a pu être protégé du pillage: il se compose de matériaux bruts et de nombreux outils datés du 3°-2° siècle av. J.-C. La présence de moules en fer utilisés pour la production d'ornements est particulièrement inhabituelle et donne un aperçu intéressant sur l'état des techniques de fabrication de l'artisan-bronzier de l'époque.

(abstract : Abstract The world's archaeological heritage is under serious threat from illegal and destructive excavations that aim to recover antiquities for sale on the international market. These antiquities are sold without provenance, so that their true nature is hard to discern, and many are ultimately acquired by major museums in Europe and North America. The adoption in 1970 by UNESCO of the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property created a new ethical environment in which museums and their representative associations adopted policies that were designed to guard against the acquisition of “unprovenanced,” and therefore most probably looted, antiquities. Unfortunately, over the past decade, U.S. museum associations have been advocating a more relaxed disposition, and the broader archaeological and anthropological communities are in significant measure responsible since they have met this unwelcome development largely in silence).

Stone, Elizabeth C. - "Patterns of looting in southern Iraq", Antiquity, Vol. 82, No. 315, 2008, 125–38. Abstract : "The archaeological sites of Iraq, precious for their bearing on human history, became especially vulnerable to looters during two wars. Much of the looting evidence has been anecdotal up to now, but here satellite imagery has been employed to show which sites were looted and when. Sites of all sizes from late Uruk to early Islamic were targeted for their high value artefacts, particularly just before and after the 2003 invasion. The author comments that the ‘total area looted … was many times greater than all the archaeological investigations ever conducted in southern Iraq and must have yielded tablets, coins, cylinder seals, statues, terracottas, bronzes and other objects in the hundreds of thousands’."

Bland, Roger - Rescuing our neglected heritage: The evolution of the Government's policy on portable antiquities in England and Wale. Cultural Trends, Volume 14, Number 4, December 2005 , pp. 257-296(40). Abstract : This paper looks at the evolution of a new approach to an old problem—that of protecting the heritage of moveable archaeological objects—`portable antiquities'—in England and Wales. It sets out a brief history of attempts to bring forward legislation to protect such finds, charts the rise of metal detecting as an activity and describes the successful process of changing government policy through the Treasure Act 1996. This led to the Portable Antiquities Scheme which has now received full government funding. The paper looks at how this was achieved through the development of what has been described as the largest community archaeology project in the country, which is starting to change public attitudes towards objects from the past. These two initiatives have in fact started to lead to a change in public attitude towards material from the past.

Commentaire très instructif sur la situation grecque : In general terms, Greek legislation is quite strict and relatively complete. Combating the illicit trade of antiquities is only partly a question of legal system, however. Prevention is more important than repression. This entails education and ethics, backed by suitable resources. A strong legal framework will not be effective if the public is not aware of the importance of antiquities, if the neighbor does not inform the police of illegal actions next door, or if the police are not trained to see illicit excavations as a high priority. Most Greeks are ignorant of their rights under the law and highly reluctant to contact the relevant authorities. Public awareness is a field where Greece still has much need of additional investment. Public awareness depends, ultimately, on political will. The new Greek legislation is designed to signal reinforced political will to defend Greece’s distinguished cultural heritage. Whether this is empty symbolism or serious reform remains to be seen.

Abstract : Most readers will be aware of past and present issues surrounding the illicit traffic in antiquities. There are already a number of generic books available on the subject.1 This article reflects on the problem of treasure-hunting in Bulgaria and the inadequacy of Bulgarian legislation, which is leading to the deterioration and destruction of Bulgarian heritage sites. As no changes in the legislative basis can be observed at this stage there is a real threat to the country's cultural inheritance. This paper reflects upon the results of personal research undertaken in Bulgaria as part of a PhD.
